According to the World Bank, in 1984, the top 3 African countries with high net exports of goods and services by percentage of gross domestic product (GDP) (i.e. total exports of goods and services as a percentage of GDP minus total imports of goods and services as a percentage of GDP) are: Gabon (18.89%), Republic of Congo (16.01%), and Ivory Coast (13.52%).

On the other hand, in 1984, the top 3 African countries with high net imports of goods and services as a percentage of GDP (i.e. total imports of goods and services as a percentage of GDP minus total exports of goods and services as a percentage of GDP) are: Cape Verde (54.93%), Somalia (46.49%), and Seychelles (40.94%).

The World Bank defines exports of goods and services as "the value of all goods and other market services provided to the rest of the world" , and defines imports of goods and services as "the value of all goods and other market services received from the rest of the world".
