According to the World Bank, in 1988, the top 3 African countries with high net exports of goods and services by percentage of gross domestic product (GDP) (i.e. total exports of goods and services as a percentage of GDP minus total imports of goods and services as a percentage of GDP) are: Botswana (26.59%), Sierra Leone (14.34%), and South Africa (5.75%).

On the other hand, in 1988, the top 3 African countries with high net imports of goods and services as a percentage of GDP (i.e. total imports of goods and services as a percentage of GDP minus total exports of goods and services as a percentage of GDP) are: Seychelles (44.85%), Cape Verde (42.78%), and Guinea-Bissau (38.73%).

The World Bank defines exports of goods and services as "the value of all goods and other market services provided to the rest of the world" , and defines imports of goods and services as "the value of all goods and other market services received from the rest of the world".
