Based on the US Census ACS-5Yrs estimates, in 2021, the percentage of Non-Hispanic White Alone households in California with household income of less than $40k was 21.12%. Among all California counties, Trinity County had the highest percentage of Non-Hispanic White Alone households with household income of less than $40k (45.84%), followed by Humboldt County (38.75%), and Siskiyou County (38.17%).

On the other hand, the following 3 counties had low percentages of Non-Hispanic White Alone households with household income of less than $40k: San Mateo County (12.27%), Santa Clara County (13.16%), and San Benito County (13.89%).
