According to data from the US BLS, the unemployment rate of Alaska was 8.1% (sa) in September, 2009. Among all Alaska counties, these 3 were among those with high unemployment rates (nsa): Kusilvak (18.8%), Bethel (13.9%), and Prince of Wales-Outer Ketchikan (13.2%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Bristol Bay (3.4%), Denali (3.5%), and Haines (5.3%).
