According to data from the US BLS, the unemployment rate of Alaska was 6.6% (sa) in November, 2017. Among all Alaska counties, these 3 were among those with high unemployment rates (nsa): Skagway (19.2%), Kusilvak (16.9%), and Hoonah-Angoon (15.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): North Slope (4.1%), Sitka (4.2%), and Aleutians West (4.2%).
