According to data from the US BLS, the unemployment rate of Alaska was 6% (sa) in November, 2018. Among all Alaska counties, these 3 were among those with high unemployment rates (nsa): Skagway (18.3%), Kusilvak (16.3%), and Hoonah-Angoon (15.3%).

On the hand, the following three counties were among those with low unemployment rates (nsa): North Slope (3.5%), Sitka (3.7%), and Juneau (4.5%).
