According to data from the US BLS, the unemployment rate of New Jersey was 5.8% (sa) in July, 2002. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Hudson (8%), Cumberland (7.7%), and Essex (7.5%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (4.5%), Morris (4.9%), and Somerset (5.1%).
