According to data from the US BLS, the unemployment rate of New Jersey was 9.4% (sa) in July, 2011. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cumberland (13.5%), Atlantic (12.3%), and Salem (12.2%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (7.5%), Morris (7.6%), and Somerset (8%).
