According to data from the US BLS, the unemployment rate of New Jersey was 9.6% (sa) in July, 2012. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cumberland (14.3%), Salem (12.8%), and Atlantic (12.7%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (7.8%), Morris (8%), and Somerset (8.4%).
