According to data from the US BLS, the unemployment rate of New Jersey was 9.4% (sa) in March, 2012. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cape May (20.2%), Cumberland (13.6%), and Atlantic (13.2%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (6.9%), Morris (7.2%), and Somerset (7.5%).
