According to data from the US BLS, the unemployment rate of New Jersey was 8.7% (sa) in May, 2013. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cape May (13.8%), Atlantic (12.2%), and Cumberland (12%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (6.1%), Morris (6.6%), and Somerset (6.7%).
