According to data from the US BLS, the unemployment rate of New Jersey was 5.1% (sa) in November, 2015. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cape May (12%), Atlantic (7.7%), and Cumberland (7.3%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (3.5%), Morris (3.6%), and Somerset (3.8%).
