According to data from the US BLS, the unemployment rate of New Mexico was 5.5% (sa) in December, 2004. Among all New Mexico counties, these 3 were among those with high unemployment rates (nsa): Luna (14.4%), Mora (11.9%), and Catron (7.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Los Alamos (2.5%), Union (3.4%), and Roosevelt (3.5%).
