According to data from the US BLS, the unemployment rate of Ohio was 9.9% (sa) in April, 2009. Among all Ohio counties, these 3 were among those with high unemployment rates (nsa): Williams (15.8%), Huron (15.4%), and Van Wert (14.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Geauga (5.7%), Medina (6.5%), and Delaware (6.5%).
