Among all Pennsylvania cities and places with a population of 10K or higher, Johnstown city had the highest percentage of its Non-Hispanic White Alone population (aged 25 years and above) with an educational attainment of Less than High School Diploma (15.15%), followed by Berwick borough (14.72%), and Reading city (14.18%).
