According to the data from the United States 2020 decennial Census, as at April 2020, among all of Virginia's cities and places (towns and villages), Norfolk city had the highest number of people who identified their race as Black or African American Alone (95.59K), followed by Richmond city (91.65K), and Virginia Beach city (85.48K).
