According to the data from the United States 2020 decennial Census, in April 2020, among all of West Virginia counties, Jefferson County had the highest percentange of a county's population who identified as Hispanic or Latino (7.17%), followed by Berkeley County (5.65%), and Hardy County (4.61%).
