According to the data from the United States 2020 decennial Census, in April 2020, among all of California counties, Los Angeles County had the highest voting-age population who identified as Non-Hispanic (not hispanic or latino) (4.40M), followed by San Diego County (1.80M), and Orange County (1.74M).
