According to the data from the United States 2020 decennial Census for Pennsylvania counties, in April 2020, among all Pennsylvania counties, Bedford County had the highest percentage of its population that identified their race as White Alone (95.78%), followed by Jefferson County (95.46%), and Elk County (95.37%).
