According to the data from the United States 2020 decennial Census, as at April 2020, among all Arkansas counties, Phillips County had the highest percentage of its voting-age population that identified their race as Black or African American Alone (59.70%), followed by Jefferson County (54.23%), and Lee County (52.71%).
