Benton County had the highest net migration rate per 1,000 population (20.28), followed by Washington County (12.96), and Baxter County (12.26). On the other hand, Phillips County had the lowest net migration rate per 1,000 population (-23.29), followed by Monroe County (-20.54), and Desha County (-19.27).
