According to the US Census Bureau estimates, in 2011, the net migration rate per 1,000 population for Colorado was 7.91. Costilla County had the highest net migration rate per 1,000 population (30.69), followed by Kiowa County (21.16), and Denver County (19.02). On the other hand, Moffat County had the lowest net migration rate per 1,000 population (-36.3), followed by San Juan County (-25.75), and Jackson County (-24.04).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
