According to the US Census Bureau estimates, in 2011, the net migration rate per 1,000 population for Idaho was 1.48. Ada County had the highest net migration rate per 1,000 population (13.38), followed by Kootenai County (11.58), and Adams County (10.07). On the other hand, Elmore County had the lowest net migration rate per 1,000 population (-44.6), followed by Clark County (-30.99), and Butte County (-28.89).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
