According to the US Census Bureau estimates, in 2011, the net migration rate per 1,000 population for Kentucky was 2.19. Meade County had the highest net migration rate per 1,000 population (30.65), followed by Lyon County (17.9), and Owsley County (15.9). On the other hand, Christian County had the lowest net migration rate per 1,000 population (-20.55), followed by Pendleton County (-17.65), and Hickman County (-11.18).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
