Cass County had the highest net migration rate per 1,000 population (23.66), followed by Cook County (20.06), and Kanabec County (19.85). On the other hand, Red Lake County had the lowest net migration rate per 1,000 population (-18.12), followed by Kittson County (-16.3), and Cottonwood County (-15.81).
