Clarion County had the highest net migration rate per 1,000 population (11.36) followed by Pike County (10.33), and Monroe County (10.02). On the other hand, Union County had the lowest net migration rate per 1,000 population (-17.66), followed by Cameron County (-14.17), and Tioga County (-11.85).
