According to the US Census Bureau estimates, in 2019, the net migration rate per 1,000 population for Vermont was -0.58. Grand Isle County had the highest net migration rate per 1,000 population (11.88), followed by Orleans County (6.21), and Washington County (6.19). On the other hand, Caledonia County had the lowest net migration rate per 1,000 population (-10.15), followed by Windham County (-8.31), and Essex County (-8.26).
