Franklin County had the highest net migration rate per 1,000 population (3.86) followed by Orange County (3.05), and Essex County (2.44). On the other hand, Grand Isle County had the lowest net migration rate per 1,000 population (-5.84), followed by Lamoille County (-4.18), and Caledonia County (-3.02).
