According to the US Census Bureau estimates, in 2021, the net migration rate per 1,000 population for Vermont was 8.14. Grand Isle County had the highest net migration rate per 1,000 population (22.46) followed by Windsor County (14.28), and Orange County (13.58). On the other hand, Addison County had the lowest net migration rate per 1,000 population (3.37), followed by Chittenden County (4.06), and Franklin County (6.49).
