According to the US Census Bureau estimates, in 2023, the net migration rate per 1,000 population for Virginia was 2.43. New Kent County had the highest net migration rate per 1,000 population (45.92), followed by Goochland County (41.27), and Louisa County (26.2). On the other hand, Manassas Park city had the lowest net migration rate per 1,000 population (-19.06), followed by Norton city (-12.43), and Charlottesville city (-11.12).

Net migration rate for a county refers to the difference between the number of migrants, both domestic and international, moving to the county and those leaving the county per 1,000 of the county's mid-year population.
