Among all New York counties, Yates County had the highest percentage of Black or African American Alone households with household income of less than $40k (92.68%), followed by Herkimer County (90.04%), and Oswego County (84.50%).

On the other hand, the following 3 counties had low percentages of Black or African American Alone households with household income of less than $40k: Lewis County (0.00%), Wyoming County (0.00%), and Franklin County (7.35%).
