Based on the US Census ACS-5Yrs estimates, in 2021, the percentage of Hispanic or Latino of All Races households in Pennsylvania with household income of less than $40k was 41.89%. Among all Pennsylvania counties, Union County had the highest percentage of Hispanic or Latino of All Races households with household income of less than $40k (80.52%), followed by Sullivan County (77.78%), and Mifflin County (72.67%).

On the other hand, the following 3 counties had low percentages of Hispanic or Latino of All Races households with household income of less than $40k: Clarion County (6.12%), Fulton County (19.57%), and Greene County (20.62%).
