Based on the US Census ACS-5Yrs estimates, in 2021, the percentage of households in Ohio with household income of less than $40k was 32.45%. Among all Ohio counties, Scioto County had the highest percentage of households with household income of less than $40k (46.51%), followed by Adams County (46.11%), and Meigs County (45.59%).

On the other hand, the following 3 counties had low percentages of households with household income of less than $40k: Delaware County (13.63%), Union County (14.31%), and Warren County (15.35%).
