Based on the US Census ACS-5Yrs estimates, in 2021, the percentage of households in Pennsylvania with household income of less than $40k was 29.92%. Among all Pennsylvania counties, Forest County had the highest percentage of households with household income of less than $40k (45.07%), followed by Cameron County (44.86%), and Fayette County (40.52%).

On the other hand, the following 3 counties had low percentages of households with household income of less than $40k: Chester County (16.04%), Bucks County (17.70%), and Montgomery County (18.18%).
