According to data from the US BLS, the unemployment rate of Alabama was 9.9% (sa) in April, 2011. Among all Alabama counties, these 3 were among those with high unemployment rates (nsa): Wilcox (23%), Clarke (18.9%), and Lowndes (16.8%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Shelby (5.9%), Tuscaloosa (7.7%), and Lee (7.7%).
