According to data from the US BLS, the unemployment rate of California was 6.6% (sa) in December, 2003. Among all California counties, these 3 were among those with high unemployment rates (nsa): Colusa (19%), Imperial (15.3%), and Tulare (12.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Orange (4.1%), San Luis Obispo (4.3%), and Marin (4.3%).
