According to data from the US BLS, the unemployment rate of California was 6.9% (sa) in December, 2014. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (23.2%), Colusa (21%), and Merced (12.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): San Mateo (3.5%), Marin (3.6%), and San Francisco (3.7%).
