According to data from the US BLS, the unemployment rate of California was 5.6% (sa) in February, 2016. Among all California counties, these 3 were among those with high unemployment rates (nsa): Colusa (22.3%), Imperial (21.4%), and Plumas (14.3%).
On the hand, the following three counties were among those with low unemployment rates (nsa): San Mateo (3.1%), Marin (3.3%), and San Francisco (3.4%).
