According to data from the US BLS, the unemployment rate of California was 9.1% (sa) in November, 2020. Among all California counties, these 3 were among those with high unemployment rates (nsa): Imperial (18.6%), Colusa (12.1%), and Tulare (11%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Marin (5.8%), Sierra (6.1%), and Placer (6.1%).
