According to data from the US BLS, the unemployment rate of Idaho was 9% (sa) in March, 2010. Among all Idaho counties, these 3 were among those with high unemployment rates (nsa): Adams (23.1%), Valley (20.1%), and Clearwater (18.6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Owyhee (4.3%), Madison (5.4%), and Franklin (5.8%).
