According to data from the US BLS, the unemployment rate of Idaho was 3.8% (sa) in December, 2015. Among all Idaho counties, these 3 were among those with high unemployment rates (nsa): Shoshone (8.5%), Adams (7.7%), and Clearwater (7.7%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Madison (2.3%), Latah (3%), and Jefferson (3.1%).
