According to data from the US BLS, the unemployment rate of Illinois was 10.1% (sa) in August, 2011. Among all Illinois counties, these 3 were among those with high unemployment rates (nsa): Alexander (14.9%), Pulaski (13.6%), and Grundy (12.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Woodford (6.5%), Brown (6.5%), and Monroe (6.7%).
