According to data from the US BLS, the unemployment rate of Illinois was 5.3% (sa) in January, 2017. Among all Illinois counties, these 3 were among those with high unemployment rates (nsa): Boone (11.7%), Hardin (10.1%), and Johnson (10.1%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Brown (3.8%), Washington (4.2%), and Monroe (4.3%).
