According to data from the US BLS, the unemployment rate of Michigan was 8.8% (sa) in May, 2013. Among all Michigan counties, these 3 were among those with high unemployment rates (nsa): Baraga (15.4%), Montmorency (15.4%), and Ontonagon (15.3%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Washtenaw (6%), Ottawa (6.1%), and Clinton (6.1%).
