According to data from the US BLS, the unemployment rate of Michigan was 8.4% (sa) in November, 2013. Among all Michigan counties, these 3 were among those with high unemployment rates (nsa): Mackinac (15.9%), Montmorency (15.1%), and Oscoda (13.8%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Clinton (4.8%), Washtenaw (5%), and Ottawa (5.1%).
