According to data from the US BLS, the unemployment rate of Minnesota was 7.8% (sa) in January, 2010. Among all Minnesota counties, these 3 were among those with high unemployment rates (nsa): Clearwater (16.5%), Kanabec (14.7%), and Cass (14%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Rock (5.8%), Clay (6.3%), and Wilkin (6.8%).
