According to data from the US BLS, the unemployment rate of New Jersey was 9.5% (sa) in May, 2012. Among all New Jersey counties, these 3 were among those with high unemployment rates (nsa): Cape May (14.6%), Cumberland (12.9%), and Atlantic (12.4%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Hunterdon (6.8%), Morris (7.1%), and Somerset (7.5%).
