According to data from the US BLS, the unemployment rate of New York was 4.8% (sa) in December, 2015. Among all New York counties, these 3 were among those with high unemployment rates (nsa): Hamilton (9.1%), Schuyler (7%), and Bronx (6.9%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Columbia (3.6%), Nassau (3.7%), and Tompkins (3.8%).
