According to data from the US BLS, the unemployment rate of New York was 4.9% (sa) in September, 2015. Among all New York counties, these 3 were among those with high unemployment rates (nsa): Bronx (6.8%), Oswego (6.3%), and St. Lawrence (6%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Columbia (3.4%), Saratoga (3.8%), and Hamilton (3.8%).
