According to data from the US BLS, the unemployment rate of New York was 8.7% (sa) in December, 2020. Among all New York counties, these 3 were among those with high unemployment rates (nsa): Bronx (17%), Kings (12.8%), and Queens (12.1%).

On the hand, the following three counties were among those with low unemployment rates (nsa): Tompkins (4.1%), Saratoga (4.3%), and Columbia (4.3%).
